Manage, plan and co-ordinate the activities of the FM contract in relation to labour, materials, plant and subcontracted services to meet contractual obligations. These activities should be undertaken within the agreed organisational guidelines, regarding income, costs and operating procedures and processes, ensuring through direct and sub contracted teams that there is an efficient and proactive approach to the management of this facility.

To support the Operations Manager in the effective delivery of Hard and Soft Services for the PFI contract.

  • Manage the day-to-day running of all hard and soft services, specifically cleaning, pest control, and reactive and planned preventative maintenance, lifecycle and small project works.
  • Full responsibility for the implementation of company safety, health and environmental policies applicable to their contract, including the well being of all staff, ensuring that a highly skilled and disciplined workforce is maintained and that a safe system of work applies by managing and monitoring site activities
  • Maintain an up to date knowledge of relevant legislation, NHS Cleaning Standards, HTM and HBN guidance documents for all FM services relevant to this contract.
  • Monitor the delivery of an effective Planned Preventative Maintenance Programme; provide condition surveys and forward five-year programme for life cycle funded maintenance.
  • Monitoring the occupancy of the building ensuring compliance with statutory regulations, mandatory legislation and recognised best practice.
  • Ensure service provision monitoring is carried out, to include: cleaning, helpdesk, pest control and maintenance services.
  • Manage performance of assigned and direct contracts to ensure all KPI’s are met.
  • Manage performance of the company financial systems.
  • Establish and maintain good working partnerships with the Hospital Trust and the PFI SPV and ensure contractual communication lines are maintained.
  • Develop an in depth knowledge of the Contract
  • Maintain and update emergency response plan, business continuity plan, handover plan, health and safety plan, quality assurance plan and management plan, ensure all amendments are tracked and controlled.
  • Conduct out H&S Audits and risk assessments on contractors
  • Prioritise the use of resources both direct and indirect.
  • Report monthly to SPV/client on helpdesk functions i.e. progress report on planned preventive maintenance, reactive maintenance and achievements of performance monitoring levels, as per contract requirements.
  • Be commercially aware, with an appreciation of business development, M&E/Building Fabric knowledge.
  • Experience in business processes including organisational strategy and the management of change
  • Ability to use service level agreements as an effective communications tool for creating a common understanding
  • Prepare and produce project costings and reports
  • Ensuring compliance with PUWER
  • Effective management of maintenance expenditure between sinking fund and general maintenance
  • Provide ad hoc reports as required, including contract service summary reports, service satisfaction and contractor performance reports
  • Attend monthly/quarterly management meetings as and when required
  • Review the performance of all subcontractors necessary to the effective day to day delivery of the service
  • Monitor expenditure and submit accurate monthly business forecasts, providing relevant P & L data
  • Good knowledge and working practices with in the delivery of hard and soft service contracts
  • Experience working on PFI contracts preferably within the Healthcare sector
  • Experience of working on refurbishment projects
  • Able to demonstrate an ability to relate at senior level within and external to our client organisation.
  • Able to clearly and succinctly articulate difficult or complex information.
